ភ្នំពេញ៖ ថ្ងៃទី៧ ខែតុលា ឆ្នាំ២០២៦ ៖ ការិយាល័យទីភ្នាក់ងារសហប្រតិបត្តិការអន្តរជាតិកូរ៉េ (KOICA) ប្រចាំនៅកម្ពុជា និងក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (CDC) បានរៀបចំកិច្ចប្រជុំពិគ្រោះយោបល់នៅថ្ងៃនេះ នៅទីស្តីការក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា ដើម្បីពិភាក្សាអំពី ឯកសារភាពជាដៃគូប្រទេស (Country Partnership Document - CPD) ថ្មី សម្រាប់ឆ្នាំ២០២៦-២០៣០ របស់ KOICA ដែលកំពុងរៀបចំ។
កិច្ចប្រជុំនេះត្រូវបានដឹកនាំរួមគ្នាដោយ
លោក គីម ជុនម៉ូ (KIM
Junmo) នាយកការិយាល័យ KOICA ប្រចាំនៅកម្ពុជា និង ឯកឧត្តម ឈៀង យ៉ាណារ៉ា ទេសរដ្ឋមន្ត្រីទទួលបន្ទុកបេសកកម្មពិសេស
អនុប្រធានទី ២ ក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជាដោយមានការចូលរួមពីមន្ត្រីជាន់ខ្ពស់
និងតំណាងមកពី KOICA
និង CDC ផងដែរ។
កិច្ចប្រជុំពិគ្រោះយោបល់នេះបានផ្តល់នូវវេទិកាដ៏សំខាន់មួយសម្រាប់
KOICA ក្នុងការបង្ហាញអំពីក្របខ័ណ្ឌកិច្ចសហប្រតិបត្តិការយុទ្ធសាស្ត្ររយៈពេល៥ឆ្នាំដែលបានស្នើឡើង
និងផ្លាស់ប្តូរយោបល់ជាមួយរាជរដ្ឋាភិបាលកម្ពុជា ស្តីពីអាទិភាពអភិវឌ្ឍន៍
ទិសដៅយុទ្ធសាស្ត្រ និងវិស័យសំខាន់ៗសម្រាប់កិច្ចសហប្រតិបត្តិការនាពេលអនាគត។
ដោយផ្អែកលើវិធីសាស្ត្រកម្មវិធីប្រទេសរបស់
KOICA នាពេលកន្លងមក ក្របខ័ណ្ឌ CPD ថ្មីនេះបានបង្រួបបង្រួមទិសដៅយុទ្ធសាស្ត្រ
លទ្ធផលរំពឹងទុក និងវិធីសាស្ត្រកិច្ចសហប្រតិបត្តិការផ្សេងៗ
នៅក្រោមក្របខ័ណ្ឌរួមតែមួយនៅកម្រិតប្រទេស។
ក្របខ័ណ្ឌនេះត្រូវបានរៀបចំឡើងដើម្បីផ្តល់នូវមូលដ្ឋានដែលមានភាពស៊ីសង្វាក់គ្នាកាន់តែប្រសើរ
សម្រាប់ការរៀបចំផែនការ និងការអនុវត្តកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍របស់ KOICA នៅកម្ពុជា ក្នុងអំឡុងឆ្នាំ ២០២៦ -២០៣០។
ក្រោមចក្ខុវិស័យរួម
«ការប្តេជ្ញាចិត្តប្រកបដោយចីរភាព និងនវានុវត្តន៍សម្រាប់មនុស្សជំនាន់ក្រោយ» ក្របខ័ណ្ឌដែលបានស្នើឡើងនេះរួមមាន កម្មវិធីស្នូលចំនួន៤
និងគោលបំណងកម្រិតមធ្យមចំនួន១៦ ដែលគ្របដណ្តប់លើវិស័យនានា រួមមាន ការអប់រំបច្ចេកទេស
និងឌីជីថល ភាពធន់នៃប្រព័ន្ធសុខាភិបាល ការសម្របខ្លួនទៅនឹងការប្រែប្រួលអាកាសធាតុ
និងការអភិវឌ្ឍសហគមន៍ជនបទប្រកបដោយសុវត្ថិភាព។
ក្នុងអំឡុងពេលកិច្ចប្រជុំពិគ្រោះយោបល់
អ្នកចូលរួមបានផ្លាស់ប្តូរទស្សនៈលើក្របខ័ណ្ឌយុទ្ធសាស្ត្រដែលបានស្នើឡើង
រួមមានវិស័យអាទិភាព វិស័យកម្មវិធីដែលមានសក្តានុពល
និងការជ្រើសរើសគោលបំណងកម្រិតមធ្យម។
កិច្ចពិភាក្សាក៏បានលើកឡើងអំពីសារៈសំខាន់នៃការពិចារណាលើអាទិភាពអភិវឌ្ឍន៍ជាតិ
លទ្ធភាពនៃការអនុវត្ត និងការសម្របសម្រួលរវាងស្ថាប័ន ក្នុងការបញ្ចប់ឯកសារ CPD។
ក្រោមក្របខណ្ឌការងារនេះឯកសារCPDនឹងត្រូវបានរៀបចំឡើងដោយគិតគូរពីយុទ្ធសាស្ត្រជាតិ និងអាទិភាពនៃការអភិវឌ្ឍរបស់កម្ពុជា ទិសដៅយុទ្ធសាស្ត្ររបស់រដ្ឋាភិបាលសាធារណរដ្ឋកូរ៉េ និងកិច្ចសហប្រតិបត្តិការដែលកំពុងអនុវត្តរបស់ KOICA នៅកម្ពុជា។
ឯកឧត្តម ឈៀង យ៉ាណារ៉ា បានផ្តល់ការណែនាំពាក់ព័ន្ធនឹងការជ្រើសរើសកម្មវិធីដែលមានសក្តានុពល វិស័យអាទិភាព និងស្ថាប័នជាចំណុចបង្គោលពាក់ព័ន្ធ រួមទាំងការសម្របសម្រួលជាមួយក្រសួង-ស្ថាប័នពាក់ព័ន្ធ ដើម្បីគាំទ្រដល់ការធានាឱ្យមានភាពស៊ីសង្វាក់គ្នារវាងក្របខ័ណ្ឌកិច្ចសហប្រតិបត្តិការដែល KOICA បានស្នើឡើង និងយុទ្ធសាស្ត្រអភិវឌ្ឍន៍ជាតិរបស់កម្ពុជា។

and CDC Hold Consultation Meeting on New Country Partnership Document (CPD)
2026–2030 to Strengthen Long-Term Strategic Development Cooperation

Penh: The Korea International Cooperation Agency (KOICA)
Cambodia Office and the Council for the Development of Cambodia (CDC) convened
a consultation meeting today at the CDC Office to discuss KOICA’s upcoming Country
Partnership Document (CPD) 2026–2030.
The
meeting was co-chaired by Mr. KIM Junmo, Country Director of the KOICA
Cambodia Office, and H.E. Chhieng Yanara, Senior Minister in Charge of
Special Missions and Second Vice-Chairman of the CDC, with the
participation of senior officials and representatives from KOICA and the CDC.
The
consultation provided an important platform for KOICA to introduce its proposed
five-year strategic cooperation framework and to exchange views with the Royal
Government of Cambodia on development priorities, strategic directions, and key
areas of future cooperation.
Building
on KOICA’s previous country program approaches, the new CPD framework brings
together KOICA’s strategic direction, expected results, and various cooperation
modalities within a unified country-level framework. It is intended to provide
a more coherent basis for planning and implementing KOICA’s development
cooperation in Cambodia during 2026–2030.
Under
the overarching vision of “Sustainable and Innovative Commitment to Future
Generations,” the proposed framework comprises four core programs and
sixteen intermediate objectives, covering areas including technical and
digital education, health resilience, climate adaptation, and safe rural
community development.
During
the consultation, participants exchanged views on the proposed strategic
framework, including priority sectors, potential program areas, and the
selection of intermediate objectives. The discussion also highlighted the
importance of considering national development priorities, implementation
feasibility, and institutional coordination in finalizing the CPD.
Under the working framework, the CPD will be developed taking into
account Cambodia’s national strategies and development priorities, the Korean
Government’s strategic directions, and KOICA’s ongoing cooperation in Cambodia.
Highlighting
the importance of close consultation and coordination, Mr. KIM Junmo,
Country Director of the KOICA Cambodia Office, stated: “As we move
forward with the preparation and finalization of the CPD, we highly value the
opportunity to hear the CDC’s perspectives and strategic guidance. In
particular, today’s consultation is an important opportunity for us to better
understand the Government of Cambodia’s priorities and to ensure that KOICA’s
proposed cooperation framework is well aligned with Cambodia’s development
needs.”
H.E.
Chhieng Yanara provided guidance on potential program selections,
sector priorities, and relevant institutional focal points, including
coordination with concerned line ministries, to support strong alignment
between KOICA’s proposed cooperation framework and Cambodia’s national
development strategies.
The outcomes of the consultation will be taken into account in the
further development of the CPD. KOICA will continue consultations with relevant
stakeholders and finalize the CPD.
Both
KOICA and the CDC reaffirmed their commitment to continued close coordination
and partnership, with the shared objective of developing a cooperation
framework that contributes to Cambodia’s long-term national development
priorities and sustainable development.
